關于國務院機構改革方案的說明

  各位代表:


  我受國務院(yuan)委托,根(gen)據黨的(de)二(er)十屆二(er)中全會通過(guo)的(de)《黨和國家(jia)機構(gou)改革(ge)方案》,就國務院(yuan)機構(gou)改革(ge)方案向大(da)會作說(shuo)明,請予審(shen)議。


  黨(dang)(dang)的(de)二(er)十(shi)大(da)對深(shen)化黨(dang)(dang)和(he)(he)國(guo)家(jia)(jia)機(ji)(ji)構(gou)(gou)(gou)(gou)改(gai)(gai)革作出重要(yao)部署,黨(dang)(dang)的(de)二(er)十(shi)屆二(er)中(zhong)(zhong)全(quan)會(hui)(hui)審議通過《黨(dang)(dang)和(he)(he)國(guo)家(jia)(jia)機(ji)(ji)構(gou)(gou)(gou)(gou)改(gai)(gai)革方案(an)》。這次黨(dang)(dang)和(he)(he)國(guo)家(jia)(jia)機(ji)(ji)構(gou)(gou)(gou)(gou)改(gai)(gai)革的(de)總體要(yao)求是,貫徹(che)落實黨(dang)(dang)的(de)二(er)十(shi)大(da)精神,以習近平新(xin)時代(dai)(dai)中(zhong)(zhong)國(guo)特色社會(hui)(hui)主義思(si)想為指導(dao),以加強黨(dang)(dang)中(zhong)(zhong)央(yang)集中(zhong)(zhong)統一領導(dao)為統領,以推(tui)進國(guo)家(jia)(jia)治理(li)體系(xi)和(he)(he)治理(li)能力現代(dai)(dai)化為導(dao)向(xiang),堅持穩中(zhong)(zhong)求進工作總基(ji)調(diao),適應統籌推(tui)進“五位一體”總體布局(ju)、協(xie)調(diao)推(tui)進“四個全(quan)面”戰略布局(ju)的(de)要(yao)求,適應構(gou)(gou)(gou)(gou)建(jian)新(xin)發展(zhan)格局(ju)、推(tui)動高質(zhi)量(liang)發展(zhan)的(de)需要(yao),堅持問題導(dao)向(xiang),統籌黨(dang)(dang)中(zhong)(zhong)央(yang)機(ji)(ji)構(gou)(gou)(gou)(gou)、人大(da)機(ji)(ji)構(gou)(gou)(gou)(gou)、國(guo)務院機(ji)(ji)構(gou)(gou)(gou)(gou)、政協(xie)機(ji)(ji)構(gou)(gou)(gou)(gou),統籌中(zhong)(zhong)央(yang)和(he)(he)地方,深(shen)化重點領域機(ji)(ji)構(gou)(gou)(gou)(gou)改(gai)(gai)革,推(tui)動黨(dang)(dang)對社會(hui)(hui)主義現代(dai)(dai)化建(jian)設(she)的(de)領導(dao)在(zai)機(ji)(ji)構(gou)(gou)(gou)(gou)設(she)置上(shang)更加科(ke)學、在(zai)職能配(pei)置上(shang)更加優化、在(zai)體制(zhi)機(ji)(ji)制(zhi)上(shang)更加完善、在(zai)運(yun)行(xing)管理(li)上(shang)更加。


  國(guo)務院機構改(gai)革作為(wei)黨和(he)國(guo)家機構改(gai)革的(de)一項重(zhong)要(yao)任務,重(zhong)點(dian)是加(jia)強科學技術、金融監管、數據管理、鄉村(cun)振興(xing)、知識(shi)產權(quan)、老(lao)齡工作等(deng)重(zhong)點(dian)領域(yu)的(de)機構職責優化(hua)和(he)調整,轉變(bian)政府(fu)職能(neng),加(jia)快建(jian)設(she)法治政府(fu)。


  這次國務院機構改革的具(ju)體內容如下。


  一、重新組建科學技術部。科(ke)(ke)技(ji)(ji)(ji)(ji)創(chuang)新在我(wo)國(guo)現代化(hua)(hua)建(jian)設(she)全局(ju)中(zhong)居于核心(xin)地位。面對(dui)國(guo)際(ji)科(ke)(ke)技(ji)(ji)(ji)(ji)競爭和外部遏制(zhi)打(da)壓的(de)(de)嚴峻(jun)形勢,必須進一(yi)(yi)步理(li)順科(ke)(ke)技(ji)(ji)(ji)(ji)領導和管理(li)體(ti)(ti)(ti)制(zhi),更好(hao)統(tong)籌科(ke)(ke)技(ji)(ji)(ji)(ji)力量在關(guan)鍵核心(xin)技(ji)(ji)(ji)(ji)術上(shang)攻(gong)堅克難,加快實(shi)現高水(shui)平科(ke)(ke)技(ji)(ji)(ji)(ji)自(zi)立自(zi)強(qiang)。這次黨(dang)(dang)和國(guo)家機構(gou)改(gai)革(ge),加強(qiang)黨(dang)(dang)中(zhong)央(yang)(yang)對(dui)科(ke)(ke)技(ji)(ji)(ji)(ji)工作的(de)(de)集中(zhong)統(tong)一(yi)(yi)領導,組建(jian)中(zhong)央(yang)(yang)科(ke)(ke)技(ji)(ji)(ji)(ji)委員會,中(zhong)央(yang)(yang)科(ke)(ke)技(ji)(ji)(ji)(ji)委員會辦事(shi)機構(gou)職(zhi)責由重(zhong)組后的(de)(de)科(ke)(ke)學技(ji)(ji)(ji)(ji)術部整體(ti)(ti)(ti)承擔(dan)。根據《黨(dang)(dang)和國(guo)家機構(gou)改(gai)革(ge)方案》精神(shen),強(qiang)化(hua)(hua)科(ke)(ke)學技(ji)(ji)(ji)(ji)術部的(de)(de)戰略規(gui)劃、體(ti)(ti)(ti)制(zhi)改(gai)革(ge)、資源統(tong)籌、綜合協調、政策(ce)法規(gui)、督促(cu)檢查等宏觀管理(li)職(zhi)責,推動健全新型(xing)舉國(guo)體(ti)(ti)(ti)制(zhi)、優化(hua)(hua)科(ke)(ke)技(ji)(ji)(ji)(ji)創(chuang)新全鏈(lian)條管理(li)、促(cu)進科(ke)(ke)技(ji)(ji)(ji)(ji)成果轉化(hua)(hua)、促(cu)進科(ke)(ke)技(ji)(ji)(ji)(ji)和經濟(ji)社會發展相(xiang)結合。


  劃(hua)(hua)轉科(ke)學技(ji)術部(bu)(bu)具體管理(li)職(zhi)(zhi)責(ze)(ze)。把(ba)組織(zhi)(zhi)擬訂(ding)科(ke)技(ji)促(cu)進農(nong)業(ye)農(nong)村發(fa)展(zhan)規劃(hua)(hua)和(he)政(zheng)策、指導(dao)農(nong)村科(ke)技(ji)進步(bu)職(zhi)(zhi)責(ze)(ze)劃(hua)(hua)入(ru)(ru)農(nong)業(ye)農(nong)村部(bu)(bu)。把(ba)組織(zhi)(zhi)擬訂(ding)科(ke)技(ji)促(cu)進社會(hui)發(fa)展(zhan)規劃(hua)(hua)和(he)政(zheng)策職(zhi)(zhi)責(ze)(ze)分別劃(hua)(hua)入(ru)(ru)國(guo)家(jia)發(fa)展(zhan)和(he)改革委員(yuan)會(hui)、生態環(huan)境部(bu)(bu)、國(guo)家(jia)衛生健康委員(yuan)會(hui)等部(bu)(bu)門。把(ba)組織(zhi)(zhi)擬訂(ding)高新(xin)技(ji)術發(fa)展(zhan)及產業(ye)化規劃(hua)(hua)和(he)政(zheng)策,指導(dao)國(guo)家(jia)自主(zhu)創新(xin)示范(fan)區(qu)、國(guo)家(jia)高新(xin)技(ji)術產業(ye)開發(fa)區(qu)等科(ke)技(ji)園區(qu)建設,指導(dao)科(ke)技(ji)服務(wu)業(ye)、技(ji)術市場、科(ke)技(ji)中介組織(zhi)(zhi)發(fa)展(zhan)等職(zhi)(zhi)責(ze)(ze)劃(hua)(hua)入(ru)(ru)工業(ye)和(he)信息(xi)化部(bu)(bu)。把(ba)負責(ze)(ze)引進國(guo)外(wai)智力工作職(zhi)(zhi)責(ze)(ze)劃(hua)(hua)入(ru)(ru)人(ren)力資源(yuan)和(he)社會(hui)保(bao)(bao)障部(bu)(bu),在(zai)人(ren)力資源(yuan)和(he)社會(hui)保(bao)(bao)障部(bu)(bu)加掛國(guo)家(jia)外(wai)國(guo)專家(jia)局牌子。科(ke)學技(ji)術部(bu)(bu)不(bu)再保(bao)(bao)留國(guo)家(jia)外(wai)國(guo)專家(jia)局牌子。


  深(shen)化財政(zheng)科(ke)(ke)技(ji)(ji)(ji)經(jing)費分(fen)配使用機制(zhi)改革,完善中(zhong)(zhong)央財政(zheng)科(ke)(ke)技(ji)(ji)(ji)計(ji)劃(hua)執行和(he)專業(ye)機構管(guan)(guan)理(li)體制(zhi),調整科(ke)(ke)學(xue)(xue)技(ji)(ji)(ji)術(shu)部(bu)的(de)中(zhong)(zhong)央財政(zheng)科(ke)(ke)技(ji)(ji)(ji)計(ji)劃(hua)(專項、基(ji)金等)協調管(guan)(guan)理(li)、科(ke)(ke)研(yan)項目資金協調評估等職責(ze)。重組(zu)后的(de)科(ke)(ke)學(xue)(xue)技(ji)(ji)(ji)術(shu)部(bu)不(bu)再參(can)與具體科(ke)(ke)研(yan)項目評審和(he)管(guan)(guan)理(li),主要負責(ze)指(zhi)導監督科(ke)(ke)研(yan)管(guan)(guan)理(li)專業(ye)機構的(de)運行管(guan)(guan)理(li),加強對科(ke)(ke)研(yan)項目實施(shi)情況的(de)督促檢查和(he)科(ke)(ke)研(yan)成果的(de)評估問效。相(xiang)應把(ba)科(ke)(ke)學(xue)(xue)技(ji)(ji)(ji)術(shu)部(bu)所屬中(zhong)(zhong)國農村技(ji)(ji)(ji)術(shu)開發中(zhong)(zhong)心劃(hua)入農業(ye)農村部(bu),中(zhong)(zhong)國生(sheng)物技(ji)(ji)(ji)術(shu)發展中(zhong)(zhong)心劃(hua)入國家衛生(sheng)健康委(wei)員(yuan)會,中(zhong)(zhong)國21世紀(ji)議程管(guan)(guan)理(li)中(zhong)(zhong)心、科(ke)(ke)學(xue)(xue)技(ji)(ji)(ji)術(shu)部(bu)高技(ji)(ji)(ji)術(shu)研(yan)究發展中(zhong)(zhong)心劃(hua)入國家自(zi)然科(ke)(ke)學(xue)(xue)基(ji)金委(wei)員(yuan)會。國家自(zi)然科(ke)(ke)學(xue)(xue)基(ji)金委(wei)員(yuan)會仍(reng)由科(ke)(ke)學(xue)(xue)技(ji)(ji)(ji)術(shu)部(bu)管(guan)(guan)理(li)。


  二、組建國家金融監督管理總局。黨(dang)的(de)(de)二十大作(zuo)出明確部署,要依法(fa)將各類金(jin)(jin)(jin)融(rong)(rong)(rong)(rong)活動(dong)全(quan)部納入監(jian)(jian)(jian)管(guan)。為(wei)解決金(jin)(jin)(jin)融(rong)(rong)(rong)(rong)領域長期存在的(de)(de)突出矛盾和問題,在中(zhong)國(guo)(guo)銀行(xing)保(bao)險(xian)監(jian)(jian)(jian)督管(guan)理(li)委(wei)員會(hui)基(ji)礎上(shang)組建國(guo)(guo)家金(jin)(jin)(jin)融(rong)(rong)(rong)(rong)監(jian)(jian)(jian)督管(guan)理(li)總局(ju),統(tong)一負(fu)責(ze)(ze)除證券業之外的(de)(de)金(jin)(jin)(jin)融(rong)(rong)(rong)(rong)業監(jian)(jian)(jian)管(guan),強化機構監(jian)(jian)(jian)管(guan)、行(xing)為(wei)監(jian)(jian)(jian)管(guan)、功能監(jian)(jian)(jian)管(guan)、穿透式(shi)監(jian)(jian)(jian)管(guan)、持續監(jian)(jian)(jian)管(guan),統(tong)籌負(fu)責(ze)(ze)金(jin)(jin)(jin)融(rong)(rong)(rong)(rong)消費者(zhe)權(quan)(quan)益保(bao)護(hu),加(jia)強風險(xian)管(guan)理(li)和防范處置(zhi),依法(fa)查處違法(fa)違規(gui)行(xing)為(wei),作(zuo)為(wei)國(guo)(guo)務院直(zhi)屬(shu)機構。為(wei)加(jia)強金(jin)(jin)(jin)融(rong)(rong)(rong)(rong)消費者(zhe)合法(fa)權(quan)(quan)益保(bao)護(hu),統(tong)一規(gui)范金(jin)(jin)(jin)融(rong)(rong)(rong)(rong)產品和服務行(xing)為(wei),把中(zhong)國(guo)(guo)人民(min)銀行(xing)對金(jin)(jin)(jin)融(rong)(rong)(rong)(rong)控(kong)股(gu)公司(si)等金(jin)(jin)(jin)融(rong)(rong)(rong)(rong)集團(tuan)的(de)(de)日常監(jian)(jian)(jian)管(guan)職責(ze)(ze)、有關金(jin)(jin)(jin)融(rong)(rong)(rong)(rong)消費者(zhe)保(bao)護(hu)職責(ze)(ze),中(zhong)國(guo)(guo)證券監(jian)(jian)(jian)督管(guan)理(li)委(wei)員會(hui)的(de)(de)投資者(zhe)保(bao)護(hu)職責(ze)(ze)劃入國(guo)(guo)家金(jin)(jin)(jin)融(rong)(rong)(rong)(rong)監(jian)(jian)(jian)督管(guan)理(li)總局(ju)。不(bu)再保(bao)留中(zhong)國(guo)(guo)銀行(xing)保(bao)險(xian)監(jian)(jian)(jian)督管(guan)理(li)委(wei)員會(hui)。


  三、深化地方金融監管體制改革。針(zhen)對地(di)方(fang)金(jin)(jin)(jin)融(rong)(rong)監(jian)管部門存在(zai)的監(jian)管手段缺乏、專(zhuan)業人才不(bu)足等(deng)問(wen)題,強化(hua)金(jin)(jin)(jin)融(rong)(rong)管理中(zhong)(zhong)央(yang)事權,建立以中(zhong)(zhong)央(yang)金(jin)(jin)(jin)融(rong)(rong)管理部門地(di)方(fang)派出(chu)機(ji)(ji)構為(wei)主的地(di)方(fang)金(jin)(jin)(jin)融(rong)(rong)監(jian)管體制,統籌(chou)優化(hua)中(zhong)(zhong)央(yang)金(jin)(jin)(jin)融(rong)(rong)管理部門地(di)方(fang)派出(chu)機(ji)(ji)構設置和力量配備(bei)。同時,壓實地(di)方(fang)金(jin)(jin)(jin)融(rong)(rong)監(jian)管主體責任,地(di)方(fang)政府設立的金(jin)(jin)(jin)融(rong)(rong)監(jian)管機(ji)(ji)構專(zhuan)司(si)監(jian)管職責,不(bu)再加掛金(jin)(jin)(jin)融(rong)(rong)工(gong)作局、金(jin)(jin)(jin)融(rong)(rong)辦公室等(deng)牌(pai)子。


  四、中國證券監督管理委員會調整為國務院直屬機構。為強化資本市場監管職(zhi)責(ze)(ze),中國證(zheng)券(quan)(quan)監督(du)管理委(wei)員會由國務院(yuan)直屬事(shi)業單位調整為國務院(yuan)直屬機(ji)構(gou)。理順債券(quan)(quan)管理體制,將國家(jia)發展和(he)改革委(wei)員會的企業債券(quan)(quan)發行審(shen)核職(zhi)責(ze)(ze)劃入中國證(zheng)券(quan)(quan)監督(du)管理委(wei)員會,由中國證(zheng)券(quan)(quan)監督(du)管理委(wei)員會統一(yi)負(fu)責(ze)(ze)公司(企業)債券(quan)(quan)發行審(shen)核工作。


  五、統籌推進中國人民銀行分支機構改革。調整中(zhong)(zhong)(zhong)國(guo)(guo)(guo)(guo)人民(min)銀(yin)(yin)(yin)行(xing)(xing)(xing)(xing)大(da)區(qu)分(fen)(fen)行(xing)(xing)(xing)(xing)體制(zhi),按(an)照行(xing)(xing)(xing)(xing)政區(qu)設(she)立(li)(li)分(fen)(fen)支(zhi)(zhi)(zhi)機(ji)構。撤銷中(zhong)(zhong)(zhong)國(guo)(guo)(guo)(guo)人民(min)銀(yin)(yin)(yin)行(xing)(xing)(xing)(xing)大(da)區(qu)分(fen)(fen)行(xing)(xing)(xing)(xing)及分(fen)(fen)行(xing)(xing)(xing)(xing)營(ying)業(ye)管(guan)理部、總行(xing)(xing)(xing)(xing)直(zhi)屬營(ying)業(ye)管(guan)理部和省會城市(shi)(shi)中(zhong)(zhong)(zhong)心支(zhi)(zhi)(zhi)行(xing)(xing)(xing)(xing),在(zai)31個省(自治區(qu)、直(zhi)轄市(shi)(shi))設(she)立(li)(li)省級分(fen)(fen)行(xing)(xing)(xing)(xing),在(zai)深圳、大(da)連、寧波、青(qing)島、廈門設(she)立(li)(li)計劃單(dan)列市(shi)(shi)分(fen)(fen)行(xing)(xing)(xing)(xing)。中(zhong)(zhong)(zhong)國(guo)(guo)(guo)(guo)人民(min)銀(yin)(yin)(yin)行(xing)(xing)(xing)(xing)北(bei)京分(fen)(fen)行(xing)(xing)(xing)(xing)保(bao)留(liu)中(zhong)(zhong)(zhong)國(guo)(guo)(guo)(guo)人民(min)銀(yin)(yin)(yin)行(xing)(xing)(xing)(xing)營(ying)業(ye)管(guan)理部牌子(zi),中(zhong)(zhong)(zhong)國(guo)(guo)(guo)(guo)人民(min)銀(yin)(yin)(yin)行(xing)(xing)(xing)(xing)上海分(fen)(fen)行(xing)(xing)(xing)(xing)與中(zhong)(zhong)(zhong)國(guo)(guo)(guo)(guo)人民(min)銀(yin)(yin)(yin)行(xing)(xing)(xing)(xing)上海總部合署辦(ban)公。不(bu)再保(bao)留(liu)中(zhong)(zhong)(zhong)國(guo)(guo)(guo)(guo)人民(min)銀(yin)(yin)(yin)行(xing)(xing)(xing)(xing)縣(xian)(市(shi)(shi))支(zhi)(zhi)(zhi)行(xing)(xing)(xing)(xing),相(xiang)關職(zhi)能上收至中(zhong)(zhong)(zhong)國(guo)(guo)(guo)(guo)人民(min)銀(yin)(yin)(yin)行(xing)(xing)(xing)(xing)地(di)(市(shi)(shi))中(zhong)(zhong)(zhong)心支(zhi)(zhi)(zhi)行(xing)(xing)(xing)(xing)。對邊境或外貿結(jie)售匯(hui)業(ye)務(wu)量大(da)的地(di)區(qu),可根(gen)據工作需(xu)要,采取(qu)中(zhong)(zhong)(zhong)國(guo)(guo)(guo)(guo)人民(min)銀(yin)(yin)(yin)行(xing)(xing)(xing)(xing)地(di)(市(shi)(shi))中(zhong)(zhong)(zhong)心支(zhi)(zhi)(zhi)行(xing)(xing)(xing)(xing)派出機(ji)構方(fang)式履(lv)行(xing)(xing)(xing)(xing)相(xiang)關管(guan)理服務(wu)職(zhi)能。


  六、完善國有金融資本管理體制。國(guo)有(you)金(jin)融(rong)(rong)資(zi)本是(shi)推(tui)進(jin)國(guo)家(jia)現代化、維(wei)護(hu)國(guo)家(jia)金(jin)融(rong)(rong)安全的(de)重(zhong)要保障(zhang),是(shi)我(wo)們黨和國(guo)家(jia)事業發(fa)展的(de)重(zhong)要物質基礎(chu)和政治(zhi)基礎(chu)。為(wei)厘清金(jin)融(rong)(rong)監管(guan)部門、履行國(guo)有(you)金(jin)融(rong)(rong)資(zi)本出資(zi)人職責(ze)的(de)機構(gou)和國(guo)有(you)金(jin)融(rong)(rong)機構(gou)之間(jian)的(de)權(quan)責(ze)關(guan)系,推(tui)進(jin)管(guan)辦分離(li)、政企分開,把中央金(jin)融(rong)(rong)管(guan)理部門管(guan)理的(de)市場經營類機構(gou)剝離(li),相關(guan)國(guo)有(you)金(jin)融(rong)(rong)資(zi)產劃入國(guo)有(you)金(jin)融(rong)(rong)資(zi)本受(shou)托管(guan)理機構(gou),由其(qi)根(gen)據(ju)國(guo)務院(yuan)授權(quan)統一履行出資(zi)人職責(ze),促(cu)進(jin)國(guo)有(you)金(jin)融(rong)(rong)機構(gou)持續(xu)健康(kang)發(fa)展。


  七、加強金融管理部門工作人員統一規范管理。為(wei)促進金融(rong)管(guan)理部(bu)門依(yi)法合(he)規履(lv)行(xing)(xing)金融(rong)管(guan)理職責,解決金融(rong)系統(tong)隊伍(wu)管(guan)理的(de)統(tong)一(yi)性、規范性問題,把(ba)中國(guo)(guo)人(ren)民(min)銀行(xing)(xing)、國(guo)(guo)家(jia)(jia)金融(rong)監(jian)督管(guan)理總局、中國(guo)(guo)證券(quan)監(jian)督管(guan)理委(wei)員(yuan)會、國(guo)(guo)家(jia)(jia)外(wai)匯管(guan)理局及其分支(zhi)機構(gou)、派出機構(gou)的(de)工作人(ren)員(yuan)納入國(guo)(guo)家(jia)(jia)公(gong)務(wu)員(yuan)統(tong)一(yi)規范管(guan)理,使(shi)用行(xing)(xing)政編制,執(zhi)行(xing)(xing)國(guo)(guo)家(jia)(jia)公(gong)務(wu)員(yuan)工資待遇標(biao)準。


  八、組建國家數據局。當(dang)今社會(hui),數(shu)(shu)(shu)(shu)(shu)字資源(yuan)(yuan)(yuan)、數(shu)(shu)(shu)(shu)(shu)字經(jing)(jing)(jing)濟(ji)對經(jing)(jing)(jing)濟(ji)社會(hui)發展(zhan)(zhan)具有基(ji)礎(chu)性作(zuo)用,對于(yu)構建(jian)(jian)新發展(zhan)(zhan)格局(ju)、建(jian)(jian)設(she)(she)(she)現代化經(jing)(jing)(jing)濟(ji)體(ti)系、構筑(zhu)國(guo)(guo)家競爭新優勢意義(yi)重大,必須加強對數(shu)(shu)(shu)(shu)(shu)據(ju)(ju)的(de)(de)管理、開(kai)發、利(li)用。在保持數(shu)(shu)(shu)(shu)(shu)據(ju)(ju)安全、行(xing)(xing)業數(shu)(shu)(shu)(shu)(shu)據(ju)(ju)監管、信(xin)息(xi)(xi)(xi)化發展(zhan)(zhan)、數(shu)(shu)(shu)(shu)(shu)字政府(fu)建(jian)(jian)設(she)(she)(she)等現行(xing)(xing)工作(zuo)格局(ju)總(zong)體(ti)穩定前提(ti)下,把數(shu)(shu)(shu)(shu)(shu)據(ju)(ju)資源(yuan)(yuan)(yuan)整合共(gong)享(xiang)和(he)開(kai)發利(li)用方面(mian)的(de)(de)有關(guan)職責(ze)相對集中,組建(jian)(jian)國(guo)(guo)家數(shu)(shu)(shu)(shu)(shu)據(ju)(ju)局(ju),作(zuo)為(wei)國(guo)(guo)家發展(zhan)(zhan)和(he)改革委(wei)員會(hui)管理的(de)(de)國(guo)(guo)家局(ju),負責(ze)協(xie)調推(tui)進(jin)數(shu)(shu)(shu)(shu)(shu)據(ju)(ju)基(ji)礎(chu)制度建(jian)(jian)設(she)(she)(she),統(tong)籌推(tui)進(jin)數(shu)(shu)(shu)(shu)(shu)字中國(guo)(guo)、數(shu)(shu)(shu)(shu)(shu)字經(jing)(jing)(jing)濟(ji)、數(shu)(shu)(shu)(shu)(shu)字社會(hui)規劃和(he)建(jian)(jian)設(she)(she)(she)等。把中央(yang)網絡安全和(he)信(xin)息(xi)(xi)(xi)化委(wei)員會(hui)辦公室承(cheng)擔的(de)(de)研(yan)究(jiu)擬(ni)訂(ding)數(shu)(shu)(shu)(shu)(shu)字中國(guo)(guo)建(jian)(jian)設(she)(she)(she)方案、協(xie)調推(tui)動公共(gong)服(fu)務和(he)社會(hui)治(zhi)理信(xin)息(xi)(xi)(xi)化、協(xie)調促進(jin)智慧城市(shi)建(jian)(jian)設(she)(she)(she)、協(xie)調國(guo)(guo)家重要信(xin)息(xi)(xi)(xi)資源(yuan)(yuan)(yuan)開(kai)發利(li)用與共(gong)享(xiang)、推(tui)動信(xin)息(xi)(xi)(xi)資源(yuan)(yuan)(yuan)跨行(xing)(xing)業跨部門(men)互聯(lian)互通等職責(ze),國(guo)(guo)家發展(zhan)(zhan)和(he)改革委(wei)員會(hui)承(cheng)擔的(de)(de)統(tong)籌推(tui)進(jin)數(shu)(shu)(shu)(shu)(shu)字經(jing)(jing)(jing)濟(ji)發展(zhan)(zhan)、組織(zhi)實施(shi)國(guo)(guo)家大數(shu)(shu)(shu)(shu)(shu)據(ju)(ju)戰略(lve)、推(tui)進(jin)數(shu)(shu)(shu)(shu)(shu)據(ju)(ju)要素基(ji)礎(chu)制度建(jian)(jian)設(she)(she)(she)、推(tui)進(jin)數(shu)(shu)(shu)(shu)(shu)字基(ji)礎(chu)設(she)(she)(she)施(shi)布局(ju)建(jian)(jian)設(she)(she)(she)等職責(ze)劃入國(guo)(guo)家數(shu)(shu)(shu)(shu)(shu)據(ju)(ju)局(ju)。


  九、優化農業農村部職責。為(wei)統籌抓好(hao)以鄉村振(zhen)(zhen)興(xing)(xing)為(wei)重心的(de)“三農(nong)(nong)(nong)”各項工(gong)作,加快建設(she)(she)農(nong)(nong)(nong)業(ye)強國(guo),整(zheng)體推動農(nong)(nong)(nong)業(ye)全(quan)(quan)面升級(ji)、農(nong)(nong)(nong)村全(quan)(quan)面進步、農(nong)(nong)(nong)民(min)全(quan)(quan)面發(fa)展(zhan)(zhan)(zhan),把(ba)國(guo)家(jia)(jia)鄉村振(zhen)(zhen)興(xing)(xing)局(ju)(ju)的(de)牽頭開(kai)展(zhan)(zhan)(zhan)防(fang)止(zhi)返貧監(jian)測和幫(bang)(bang)(bang)扶(fu)(fu),組織擬訂鄉村振(zhen)(zhen)興(xing)(xing)重點幫(bang)(bang)(bang)扶(fu)(fu)縣和重點地區幫(bang)(bang)(bang)扶(fu)(fu)政策,組織開(kai)展(zhan)(zhan)(zhan)東西部(bu)協作、對口支援、社會(hui)幫(bang)(bang)(bang)扶(fu)(fu),研究(jiu)提(ti)出中央財政銜接推進鄉村振(zhen)(zhen)興(xing)(xing)相關資(zi)金(jin)分配建議(yi)方案并指導、監(jian)督資(zi)金(jin)使用,推動鄉村幫(bang)(bang)(bang)扶(fu)(fu)產業(ye)發(fa)展(zhan)(zhan)(zhan),推動農(nong)(nong)(nong)村社會(hui)事業(ye)和公(gong)共服(fu)務發(fa)展(zhan)(zhan)(zhan)等(deng)職責劃(hua)入農(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)村部(bu),在(zai)農(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)村部(bu)加掛國(guo)家(jia)(jia)鄉村振(zhen)(zhen)興(xing)(xing)局(ju)(ju)牌子。不(bu)再保留單設(she)(she)的(de)國(guo)家(jia)(jia)鄉村振(zhen)(zhen)興(xing)(xing)局(ju)(ju)。


  國家鄉村振興(xing)局職責劃(hua)入農(nong)(nong)業農(nong)(nong)村部,要繼續加大對(dui)脫(tuo)貧地(di)區和脫(tuo)貧群眾的幫扶力度,脫(tuo)貧攻堅目標(biao)任務完成后的過渡期(qi)內,有關幫扶政策、財政支持、項(xiang)目安排保持總體穩定,資金項(xiang)目相對(dui)獨(du)立運行管理。


  十、完善老齡工作體制。為(wei)實(shi)(shi)施(shi)(shi)積(ji)極應對人口(kou)老(lao)齡(ling)化(hua)國家戰略(lve),更好(hao)發展(zhan)養老(lao)事業和(he)養老(lao)產(chan)業,推動實(shi)(shi)現全(quan)體(ti)老(lao)年人享有(you)基本養老(lao)服務,把(ba)國家衛(wei)生(sheng)健康委(wei)(wei)員會(hui)的組織擬訂并協調(diao)落實(shi)(shi)應對人口(kou)老(lao)齡(ling)化(hua)政(zheng)策措施(shi)(shi)、承擔老(lao)齡(ling)工(gong)(gong)作(zuo)委(wei)(wei)員會(hui)的具體(ti)工(gong)(gong)作(zuo)等(deng)職(zhi)責(ze)劃(hua)入民(min)政(zheng)部。老(lao)齡(ling)工(gong)(gong)作(zuo)委(wei)(wei)員會(hui)辦公(gong)室改(gai)設在民(min)政(zheng)部,強化(hua)其綜合協調(diao)、督促指導、組織推進(jin)老(lao)齡(ling)事業發展(zhan)職(zhi)責(ze)。中國老(lao)齡(ling)協會(hui)改(gai)由民(min)政(zheng)部代管。


  十一、完善知識產權管理體制。為適應推進創新型國(guo)家(jia)建設(she)、推動高(gao)質量發展(zhan)、擴大高(gao)水平(ping)(ping)對外開放的(de)內(nei)在需要,加快推進知(zhi)(zhi)識(shi)(shi)產權強國(guo)建設(she),全(quan)面提升知(zhi)(zhi)識(shi)(shi)產權創造、運用、保護、管(guan)理(li)和服務(wu)水平(ping)(ping),將國(guo)家(jia)知(zhi)(zhi)識(shi)(shi)產權局由(you)國(guo)家(jia)市場(chang)監督(du)管(guan)理(li)總局管(guan)理(li)的(de)國(guo)家(jia)局調整為國(guo)務(wu)院直屬機構(gou)。商標、專(zhuan)利(li)等領域執法(fa)(fa)職責繼(ji)續由(you)市場(chang)監管(guan)綜合執法(fa)(fa)隊伍承擔,相關執法(fa)(fa)工作接受國(guo)家(jia)知(zhi)(zhi)識(shi)(shi)產權局專(zhuan)業指導(dao)。


  十二、國家信訪局調整為國務院直屬機構。為貫徹落實新時(shi)代黨的群眾路(lu)線,加強和改(gai)進人民信(xin)訪工作,更好(hao)維(wei)護(hu)人民根本利(li)益,將國(guo)(guo)家(jia)(jia)信(xin)訪局(ju)由(you)國(guo)(guo)務院辦公廳(ting)管理(li)的國(guo)(guo)家(jia)(jia)局(ju)調(diao)整(zheng)為國(guo)(guo)務院直屬機(ji)構。


  十三、精減中央國家機關人員編制。中央國家機關(guan)各(ge)部(bu)門人員編制統(tong)一按照(zhao)5%的比例(li)進行精減,收(shou)回(hui)的編制主要用(yong)于(yu)(yu)加強重點領(ling)域和重要工作。對于(yu)(yu)精減后少數部(bu)門超編問題,給予(yu)5年過渡期(qi)逐步消化。


  各(ge)位代表,按照上(shang)述方案調(diao)整(zheng)后,除國(guo)務院辦公廳外,國(guo)務院設置組成(cheng)部門(men)(men)仍為26個。根據國(guo)務院組織法(fa)規定,科(ke)學技術部、農業農村(cun)部等國(guo)務院組成(cheng)部門(men)(men)的調(diao)整(zheng)和(he)設置,請大會審(shen)議。


  國(guo)(guo)家市場監督管理總(zong)局(ju)(ju)、國(guo)(guo)家金融監督管理總(zong)局(ju)(ju)、中國(guo)(guo)證券監督管理委員會、國(guo)(guo)家信訪局(ju)(ju)、國(guo)(guo)家知識(shi)產權局(ju)(ju)、國(guo)(guo)家數據局(ju)(ju)、國(guo)(guo)家鄉村(cun)振興局(ju)(ju)等國(guo)(guo)務院(yuan)(yuan)組成(cheng)部門(men)以外的(de)國(guo)(guo)務院(yuan)(yuan)所屬機構(gou)的(de)調整(zheng)和設置(zhi),將由(you)新組成(cheng)的(de)國(guo)(guo)務院(yuan)(yuan)審查批(pi)準(zhun)。


  下一步(bu)在機構(gou)改革(ge)實施工(gong)作中(zhong),我們(men)將深刻認(ren)識“兩(liang)個(ge)確(que)立”的決定性意義,增強“四個(ge)意識”、堅(jian)定“四個(ge)自(zi)信”、做到“兩(liang)個(ge)維(wei)護(hu)”,堅(jian)決維(wei)護(hu)黨中(zhong)央(yang)權威和(he)集中(zhong)統一領導,認(ren)真貫徹(che)落實黨中(zhong)央(yang)關(guan)于(yu)黨和(he)國家機構(gou)改革(ge)的決策部署,抓好(hao)(hao)改革(ge)關(guan)鍵環節,做好(hao)(hao)思想(xiang)(xiang)政(zheng)治工(gong)作,嚴肅改革(ge)紀律(lv),確(que)保機構(gou)、職責(ze)、人(ren)員(yuan)等按要求及時調(diao)整到位(wei),做到思想(xiang)(xiang)不亂(luan)、工(gong)作不斷(duan)、隊伍不散、干勁不減。
